Last update July 14, 2014: . Gov. Rick Scott signed a weakened texting bill in 2013 that doesn't allow police to pull people over solely for texting while driving, instead classifying the act as a secondary offense. The law also doesn't allow police to search phone records if they suspect texting, unless there was a death or serious injury related to the stop.
