The federal government’s launch of the Affordable Care Act Tuesday was plagued by technical glitches and websites freezing up. Federal health officials though played up the number of visitors to the on-line insurance exchanges. At one point Tuesday morning, officials said there were five times more users on a ACA website than had ever been on the Medicare website.
