Chief Financial Officer Jeff Atwater says he’s been finding “significant deficiencies” in state contracts he’s been reviewing, and wants lawmakers to let him review contracts before they’re signed by agencies and vendors to save taxpayer money. His office typically audits 2 percent of state contracts each year.
