Last updated July 17, 2014: Starting in 2008, projected energy demands have been scaling back. Coal and nuclear plants have been delayed or scrapped. Calls for energy diversity have become muted by falling natural gas prices. Utilities say they will build renewable energy if they are allowed to charge more. But legislation in 2010 allowing such "carve-outs" failed amid opposition from consumer groups.
