A sweeping ethics reform bill Tuesday passed out of the Senate Ethics and Elections Committee on an unanimous 13-0 vote. It attempts to prevent abuse of campaign funds, close a revolving door between legislative leaders and lobbying firms, and strengthen conflict-of-interest regulations.
