Florida budget is in the black, but future is uncertain

The Senate Appropriations Committee began the process of building a state budget Wednesday.  Chairman Joe Negron, R-Stuart, said the state’s finances are stable but the Legislature’s chief economist warned “uncertainties” could easily devour a small surplus and lead to a budget shortfall.
