The dredging project is part of Florida’s efforts to make Miami the first port of call for the larger ships expected to sail through an expanded Panama Canal. Governor Rick Scott has made modernizing Florida’s 14 ports a transportation and economic priority. He explained his idea shortly before his first Legislative session in 2011.
