A higher education task force appointed by Gov. Rick Scott is fine-tuning its proposal that would dramatically change how state universities are funded.
The idea is to have the Legislature appropriate a lump sum to the Board of Governors, which in turn would distribute the money to Florida’s 12 public universities. Blue Ribbon Task Force member Rep. Bill Proctor, R-Jacksonville, repeatedly stressed during a two-and-a-half-hour meeting Friday that the board needs control of the system's checkbook if it is to be an effective leader of the state university system.
