Two environmental groups filed a complaint Wednesday charging a top state regulator with a conflict of interest.
The Public Employees for Environmental Responsibility (PEER) and the Florida Clean Water Network are petitioning the U.S. Environmental Protection Agency to disqualify the Florida Department of Environmental Protection's deputy secretary for regulatory programs from making any decisions regarding pollution discharge permits.
