The Flagler Dog Track and Magic City Casino, a Miami pari-mutuel that received the first summer jai alai permit in 30 years last year, is trying to double up on the rare permit.
State regulators granted the permit after John Lockwood, a Flagler lawyer and lobbyist for other pari-mutuel clients, noted a little-used state statute written into law more than three decades ago that allows pari-mutuels to convert their existing permit into a summer jai alai permit, which can be used at a different location.
