Pacific Legal Foundation asks U.S. Supreme Court to take up Orange County landowner's case

A legal foundation that last year opened a property rights institute in Florida is carrying an Orange County landowner's case against the St. Johns River Water Management District to the U.S. Supreme Court.

The case raises important legal questions about the government's ability to negotiate conditions with landowners who apply for development permits. The state's five water management districts have faced withering criticism from legislators who in 2011 forced them to cut taxes while Gov. Rick Scott's administration is revamping the districts to provide permitting "consistency."
