In the coming weeks, Tallahassee judges will hear arguments in two court cases that will test the limits of lawmakers' power to order outsourcing in the state budget.
The first of those, which challenges the Department of Corrections's effort to privatize health care in the state's prison system, will come before Leon County Circuit Judge Kevin Carroll on Tuesday.
