The architect of a higher education bill vetoed last week by Gov. Rick Scott warned that the quality of Florida’s universities would “erode” if the state does not find a way to shore up their funding.
Rep. Bill Proctor, R-St. Augustine, told the Higher Education Coordinating Council on Wednesday that while this may not be the year to lift state caps on tuition, decreasing state funding and tuition rates that remain among the lowest in the country mean the state's universities risk losing ground against other states.
