A federal judge ruled Tuesday that Gov. Rick Scott's executive order requiring random drug testing for state workers is unconstitutional, but Scott quickly vowed to appeal the ruling.
Scott issued an executive order last year requiring random testing of all employees under his supervision -- a total of about 85,000 -- but later narrowed the order to the Department of Corrections after the American Civil Liberties Union and AFSCME filed suit.
