Budget vetoes could indicate status of Scott's outsider stance

Florida Gov. Rick Scott on Tuesday will sign a new $70 billion state budget at a St. John's County elementary school.

Scott wants the lesson from the budget signing to be about the increased money that state lawmakers steered toward schools during an election year.
