An administrative law judge has found that the Department of Corrections should award a contract for electronic monitoring of offenders to a different bidder.
The department in December of 2010 awarded the multimillion dollar-per-year contract to B.I. Inc., which had submitted the lowest-cost plan for a tracking system that included GPS-enabled ankle bracelets. B.I. was acquired at about the same time by Boca Raton-based GEO Group.
